រាជធានីភ្នំពេញ៖ នៅថ្ងៃទី២២-២៣ ខែកក្កដា ឆ្នាំ២០២៦ ដោយទទួលបានការអនុញ្ញាតដ៏ខ្ពង់ខ្ពស់របស់ ឯកឧត្តម ហួត ហាក់ រដ្ឋមន្ត្រីក្រសួងទេសចរណ៍ និងការណែនាំបន្ថែមពី លោកបណ្ឌិត ជួប រតនា ប្រធាននាយកដ្ឋានបណ្តុះបណ្តាលជំនាញវិជ្ជាជីវៈទេសចរណ៍ លោក សាំង ចន្ធូ អនុប្រធាននាយកដ្ឋានបណ្តុះបណ្តាលជំនាញវិជ្ជាជីវៈទេសចរណ៍ បានអញ្ជើញចូលរួមជាគ្រូឧទ្ទេសក្នុងវគ្គបណ្តុះបណ្តាល មន្ត្រីទំនាក់ទំនង (Liaison Officers) ដើម្បីត្រៀមរៀបចំកិច្ចប្រជុំកំពូលហ្វ្រង់កូហ្វូនី លើកទី២០ ដែលព្រះរាជាណាចក្រកម្ពុជានឹងធ្វើជាម្ចាស់ផ្ទះ។
វគ្គបណ្តុះបណ្តាលនេះ មានរយៈពេល ២ថ្ងៃ ដោយរៀបចំជាពីរវេន គឺ វេនព្រឹក និងវេនរសៀល ហើយក្នុងថ្នាក់នីមួយៗមានសិក្ខាកាមចូលរួមប្រមាណ ១៥០នាក់ ដែលជាមន្ត្រី និងបុគ្គលិកពាក់ព័ន្ធក្នុងការបំពេញភារកិច្ចទទួលស្វាគមន៍ និងសម្របសម្រួលគណៈប្រតិភូជាតិ និងអន្តរជាតិ នៅទីស្តីការក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តជាតិ។
ក្នុងឱកាសនោះ លោកគ្រូឧទ្ទេសបានចែករំលែកចំណេះដឹង បទពិសោធន៍ជាក់ស្តែង និងបច្ចេកទេសវិជ្ជាជីវៈលើមេរៀនសំខាន់ៗស្តីពី បដិសណ្ឋារកិច្ច (Hospitality) និង សេវាកម្មប្រណិត (Luxury Service) ដោយផ្តោតលើការអនុវត្តជាក់ស្តែង សីលធម៌វិជ្ជាជីវៈ ពិធីការទទួលស្វាគមន៍ និងការផ្តល់សេវាកម្មប្រកបដោយភាពជឿជាក់ សុជីវធម៌ និងស្តង់ដារអន្តរជាតិ។
គោលបំណងសំខាន់នៃវគ្គបណ្តុះបណ្តាលនេះ រួមមាន៖
១. លើកកម្ពស់ការយល់ដឹងអំពីគោលការណ៍ និងជំនាញស្នូលរបស់មន្ត្រីទំនាក់ទំនងក្នុងការបម្រើ និងសម្របសម្រួលភ្ញៀវជាតិ និងអន្តរជាតិ។
២. អភិវឌ្ឍសមត្ថភាពក្នុងការរៀបចំ សម្របសម្រួល និងផ្តល់សេវាកម្មប្រកបដោយគុណភាព ស្របតាមពិធីការ និងស្តង់ដារអន្តរជាតិ។
៣. ពង្រឹងជំនាញទំនាក់ទំនង ការធ្វើការជាក្រុម ការគ្រប់គ្រងស្ថានភាព និងការដោះស្រាយបញ្ហាប្រកបដោយវិជ្ជាជីវៈ និងប្រសិទ្ធភាព។
៤. លើកកម្ពស់ការគិតច្នៃប្រឌិត ការយកចិត្តទុកដាក់លើព័ត៌មានលម្អិត ការគ្រប់គ្រងពេលវេលា និងការប្រើប្រាស់បច្ចេកទេសទំនាក់ទំនងប្រកបដោយភាពទន់ភ្លន់ និងប្រសិទ្ធភាព។
៥. បង្កើនទំនុកចិត្ត ភាពជាម្ចាស់ និងការទទួលខុសត្រូវក្នុងការបំពេញតួនាទីជាមន្ត្រីទំនាក់ទំនង ព្រមទាំងលើកកម្ពស់រូបភាពវិជ្ជមានរបស់ស្ថាប័ន និងព្រះរាជាណាចក្រកម្ពុជា តាមរយៈការផ្តល់សេវាកម្មផ្តោតលើភ្ញៀវ (Guest-Centric Service)។
តាមរយៈវគ្គបណ្តុះបណ្តាលនេះ សិក្ខាកាមនឹងទទួលបានទាំងចំណេះដឹងទ្រឹស្តី និងជំនាញអនុវត្ត ដែលជាមូលដ្ឋានសំខាន់សម្រាប់ការបំពេញភារកិច្ចប្រកបដោយវិជ្ជាជីវៈក្នុងអំឡុងពេលកម្ពុជាធ្វើជាម្ចាស់ផ្ទះនៃកិច្ចប្រជុំកំពូលហ្វ្រង់កូហ្វូនី លើកទី២០។ នេះជាការចូលរួមចំណែកដ៏សំខាន់ក្នុងការធានាបាននូវការទទួលស្វាគមន៍ប្រកបដោយភាពកក់ក្តៅ វិជ្ជាជីវៈ និងស្តង់ដារអន្តរជាតិ ព្រមទាំងបង្ហាញពីកិត្យានុភាព វប្បធម៌ និងបដិសណ្ឋារកិច្ចដ៏ល្អប្រសើររបស់កម្ពុជាទៅកាន់ភ្ញៀវ និងគណៈប្រតិភូអន្តរជាតិ។
វគ្គបណ្តុះបណ្តាលនេះ គឺជាសក្ខីភាពនៃកិច្ចសហប្រតិបត្តិការយ៉ាងជិតស្និទ្ធរវាង ក្រសួងទេសចរណ៍ និង ក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ ក្នុងការរួមចំណែកអភិវឌ្ឍធនធានមនុស្សប្រកបដោយសមត្ថភាព និងវិជ្ជាជីវៈ ដើម្បីគាំទ្រដល់ការរៀបចំព្រឹត្តិការណ៍អន្តរជាតិសំខាន់ៗរបស់ព្រះរាជាណាចក្រកម្ពុជា។ កិច្ចសហការនេះបានឆ្លុះបញ្ចាំងពីការប្តេជ្ញាចិត្តរួមរបស់ក្រសួងទាំងពីរ ក្នុងការលើកកម្ពស់គុណភាពបដិសណ្ឋារកិច្ច សេវាកម្ម និងការសម្របសម្រួលគណៈប្រតិភូជាតិ និងអន្តរជាតិ ឱ្យស្របតាមពិធីការការទូត និងស្តង់ដារអន្តរជាតិ សំដៅធានាឱ្យការរៀបចំកិច្ចប្រជុំកំពូលហ្វ្រង់កូហ្វូនី លើកទី២០ ប្រព្រឹត្តទៅដោយជោគជ័យ និងបន្សល់ទុកនូវចំណាប់អារម្មណ៍ដ៏ល្អប្រសើរចំពោះកម្ពុជាក្នុងនាមជាម្ចាស់ផ្ទះប្រកបដោយភាពកក់ក្តៅ វិជ្ជាជីវៈ និងសមត្ថភាពខ្ពស់។
Preparing for the 20th Francophonie Summit: Ministry of Tourism Collaborates with the Ministry of Foreign Affairs and International Cooperation to Strengthen the Capacity of Liaison Officers
Phnom Penh, 22–23 July 2026: With the high authorization of H.E. Huot Hak, Minister of Tourism, and under the guidance of Dr. Juab Ratana, Director of the Department of Tourism Vocational Training, Mr. Seang Chantho, Deputy Director of the Department of Tourism Vocational Training, served as a resource person in the Liaison Officers Training Programme organized in preparation for the 20th Francophonie Summit, which the Kingdom of Cambodia will proudly host.
The two-day training programme was conducted in both morning and afternoon sessions, with approximately 150 participants per session. The participants consisted of officials and personnel responsible for welcoming, coordinating, and facilitating national and international delegations at the Ministry of Foreign Affairs and International Cooperation.
During the programme, the resource person shared practical knowledge, professional experience, and technical expertise on key topics, including Hospitality and Luxury Service Excellence. The training emphasized practical application, professional ethics, diplomatic reception protocols, and the delivery of high-quality services characterized by professionalism, courtesy, confidence, and compliance with international standards.
The programme was designed to achieve the following objectives:
1. To enhance participants’ understanding of the fundamental principles, roles, and core competencies required of Liaison Officers in serving and coordinating national and international delegates.
2. To strengthen participants’ capacity to organize, coordinate, and deliver high-quality services in accordance with diplomatic protocols and international standards.
3. To develop effective communication, teamwork, problem-solving, and situational management skills through professional approaches.
4. To foster creativity, attention to detail, time management, and refined interpersonal communication techniques that contribute to outstanding service delivery.
5. To build confidence, accountability, and a strong sense of ownership among Liaison Officers while promoting a guest-centric service culture that enhances the professional image of both their institutions and the Kingdom of Cambodia.
Through this training programme, participants gained both theoretical knowledge and practical competencies essential for carrying out their responsibilities professionally during Cambodia’s hosting of the 20th Francophonie Summit. The programme represents a significant contribution to ensuring warm, professional, and internationally standardized hospitality services while showcasing Cambodia’s rich culture, renowned hospitality, and national prestige to distinguished guests and international delegations.
This initiative also reflects the close and productive collaboration between the Ministry of Tourism and the Ministry of Foreign Affairs and International Cooperation in developing a highly competent and professional workforce to support Cambodia’s hosting of major international events. It demonstrates the shared commitment of both ministries to strengthening hospitality, service excellence, and delegation coordination in accordance with diplomatic protocols and international best practices, thereby contributing to the successful organization of the 20th Francophonie Summit and reinforcing Cambodia’s reputation as a welcoming, capable, and world-class host nation.
