Phnom Penh: His Excellency HUOT Hak, Minister of Tourism and Chairman of the National Committee for Tourism Professionals, presided over the closing ceremony of the 4th “HoKa Skills Day 2026,” held under the theme “Skills for a Shared Future: Empowering Tourism Professionals Through Lifelong Learning.” The event was attended by Mr. Reto Grueninger, Director of Cooperation of the Swiss Agency for Development and Cooperation (SDC); His Excellency Pak Sokhom, Secretary of State and Chairman of the HoKa Project Management Commission of the Ministry of Tourism; Excellencies and Lok Chumteavs, leadership figures of the Ministry of Tourism; Excellencies and Lok Chumteavs representing inter-ministerial institutions as members of the National Committee for Tourism Professionals; Excellencies, Ladies, and Gentlemen, Deputy Governors of the Capital and Provincial Boards of Governors; representatives of development partners, cooperation partners, LED, target provincial tourism departments, tourism vocational training schools, tourism industry associations, and tourism operators; ASEAN Master Trainers and National/ASEAN Master Assessors; distinguished guest speakers; and approximately 280 tourism professionals.
H.E. The Minister highly evaluated the support of the Swiss Agency for Development and Cooperation (SDC), the assistance of LED, and the cooperation of Swisscontact, along with all relevant stakeholders who have contributed to continuously advancing the Cambodian Hospitality Training (HoKa) program to achieve successive milestones. From 2020 to 2026, the program has trained and built the capacity of over 10,488 beneficiaries, including poor and vulnerable youth, low-level professionals, business owners, and hospitality managers, with the program’s scope expanding from 3 provinces in 2017 to 16 provinces in 2026.
Concurrently, H.E. the Minister further affirmed that human capital development in the tourism sector is a priority task in line with the Pentagonal Strategy - Phase I of the Royal Government, under the leadership of Samdech Moha Borvor Thipadei HUN MANET, Prime Minister of the Kingdom of Cambodia, which places “People” as the first priority. In this sense, training in new skills and strengthening additional skills must respond to labor market demands and technological evolution.
Speaking on the occasion, H.E. the Minister emphasized that skills development does not end with any single training course, but is a lifelong journey of learning and capacity building to increase employment opportunities, career progression, and productivity, as well as to enhance service quality and the competitiveness of Cambodia’s tourism sector.
To further promote this work, H.E. the Minister recommended strengthening the efficiency of the HoKa program and examining the possibility of expanding its scope nationwide, in alignment with the strategies of “One Staff, One Skill, and Digital Skills” and “One Service, One Standard.” At the same time, training programs must be linked to the Cambodian National Qualifications Framework, and possibilities for Recognition of Prior Learning should be explored so that the skills and work experience of tourism professionals receive official recognition with clearer career development pathways.
In conclusion, H.E. the Minister recommended continuing to expand training to practitioners in the informal economy, tourism communities, and ecotourism, while promoting the “Green HoKa” program. Specifically, the Minister called on tourism associations, hotels, restaurants, and tourism operators to continue investing in staff training, and urged training institutions to strengthen program quality and trainer capacity in order to develop local professionals with the capability to step into management and leadership roles in tourism businesses.
