H.E. HUOT Hak, Minister of Tourism and Chairman of the National Committee for Tourism Professionals, presided over the closing ceremony of the “Enterprise-Based Professional Internship Programme for the Target Provinces of the Skills Development Programme.”
The primary objective of this enterprise-based professional internship programme was to provide master trainers and instructors from the project’s target provinces with practical work experience at standard hotels and restaurants. The programme aimed to enhance their professional competencies and ensure that HoKa training is practical and aligned with the needs of the tourism industry.
The ceremony was attended by H.E. NGOV Sengkak, Deputy Governor of Siem Reap Province and representative of H.E. PRAK Sophoan, Governor of the Board of Governors of Siem Reap Province; Mr. François Schnoebelen, Director of the École d’Hôtellerie et de Tourisme Paul Dubrule; the Permanent Secretary of State; Secretaries and Undersecretaries of State; senior officials of the Ministry of Tourism; Mr. KONG Dara, Head of the Hospitality Training Programme of Swisscontact; directors of the provincial tourism departments in the target provinces; representatives of tourism vocational training institutions; ASEAN Master Trainers and ASEAN Master Assessors; representatives of tourism industry associations and tourism businesses; and approximately 300 trainees.
Speaking at the ceremony, H.E. the Minister expressed his appreciation and high commendation to the Siem Reap Provincial Administration, the HoKa Project Management Committee of the Ministry of Tourism, Swisscontact, and all relevant stakeholders. He also thanked Mr. François Schnoebelen and his colleagues, representatives of the Siem Reap Tourism Club, and representatives of the 18 participating business establishments for their excellent cooperation in organising the programme and for remaining important partners of the Ministry of Tourism in training and developing human resources in accordance with ASEAN standards.
H.E. the Minister highlighted that the experiences and insights shared by all speakers clearly demonstrated the necessity of linking classroom learning with hands-on workplace practice. They also underscored the importance of cooperation between training institutions and the private sector in strengthening the capacities of master trainers and tourism professionals.
Through this practical internship, the trainees received hands-on coaching, guidance, and professional orientation from experts in the tourism and hospitality sectors. This enabled them to enhance their knowledge, technical skills, and professional attitudes in line with tourism industry standards.
H.E. the Minister further stated that the Ministry of Tourism is promoting the alignment of the HoKa training programme with the Cambodian Qualifications Framework to ensure the formal recognition of skills and work experience and to create clearer career pathways. He particularly encouraged all relevant stakeholders to continue strengthening cooperation so that skills development responds effectively to labour-market needs, in line with the vision of moving “from skills to competency, from competency to qualifications, and from qualifications to careers.”
In addition, H.E. the Minister noted that, as of the first semester of 2026, the HoKa Project Management Committee of the Ministry of Tourism, in cooperation with Swisscontact, had trained more than 8,000 disadvantaged and vulnerable young people, low-skilled workers, business owners, and managers in the hospitality sector.
Since 2018, training has been conducted in front-office operations, housekeeping, culinary arts, and food and beverage services, including 119 trainees under the programme. Through the Recognition of Prior Learning (RPL) mechanism, approximately 2,200 tourism professionals have also been assessed. Moreover, four competency assessment centres have been evaluated and accredited, including the Paul Dubrule Assessment Centre in Siem Reap Province.
