As part of HoKa Skills Day 2026, held under the overarching theme “Skills for a Shared Future: Empowering Tourism Professionals through Lifelong Learning,” the second panel discussion was organised under the title “HoKa towards National Vocational Qualifications: Competency Recognition and the Strengthening of Professional Standards.” The session brought together experts and representatives from relevant institutions in education, technical and vocational education and training (TVET), entrepreneurship, and hospitality to exchange insights and perspectives on strengthening professional competencies and qualifications in Cambodia’s tourism sector.

The panel was moderated by Mr. Subas Subedi, Team Leader of the Skills Development Programme at Swisscontact. Distinguished speakers contributed their knowledge, professional expertise, and practical experiences, including:

1. Mr. Bun Heang, Deputy Director of the Department of Standards and Curriculum, Ministry of Labour and Vocational Training.
2. Mr. Vuth Nora, Head of the Entrepreneurship Development Team, Khmer Enterprise.
3. Mr. François SCHNOEBELEN, Director of Paul Dubrule Hotel and Tourism School, Siem Reap Province.
4. Mr. Dom Sambor, Deputy Director of Spoon Hospitality School, Siem Reap Province.

Through this panel discussion, participants had the opportunity to explore and exchange perspectives on the importance of recognising professional competencies, enhancing the quality of vocational training, and strengthening skills standards in alignment with labour market requirements and the evolving needs of the tourism sector. Particular emphasis was placed on fostering stronger linkages between the education and TVET systems and the private sector to ensure that tourism professionals acquire the knowledge, skills, and competencies required for effective practical application in the workplace.

Furthermore, the recognition of competencies acquired through formal and non-formal learning, vocational training, and work experience, together with the promotion of continuous skills development, is expected to contribute to expanding employment opportunities, supporting career progression, and enhancing the competitiveness of the tourism workforce. Strengthening national vocational qualifications and professional skills standards also constitutes a fundamental foundation for improving hospitality service quality and advancing Cambodia’s tourism sector towards greater quality, sustainability, and competitiveness at both regional and international levels.
