Siem Reap Province: On the morning of 17 August 2026, with the high-level authorization of H.E. Hout Hak, Minister of Tourism, H.E. Chhun Makara, Director General of Tourism Industry Management, together with H.E. Di Rado, Deputy Governor of Siem Reap Province, representing H.E. Prak Sophoan, Governor of the Board of Governors of Siem Reap Province, presided over the opening ceremony of the “Training Course for National Master Trainers and National Master Assessors in Hotel Services, in accordance with the ASEAN Mutual Recognition Arrangement on Tourism Professionals (ASEAN MRA-TP)” at Memoire Resort and Spa, Siem Reap Province.
The opening ceremony was attended by ASEAN and national master trainers and master assessors, representatives of organizations, associations and tourism vocational training institutions, officials of the Ministry of Tourism, representatives of relevant associations and tourism vocational training institutions, and trainees, with a total participation of 150 persons.
In his opening remarks, H.E. the Director General stated that, under the visionary leadership of H.E. Hout Hak, Minister of Tourism, the Ministry of Tourism has placed strong emphasis on vocational skills training and capacity building for professionals currently working in the tourism sector. These efforts are being advanced through effective collaboration among national and sub-national administrations, the public and private sectors, and relevant development partners. The opening ceremony notably brought together representatives of the Siem Reap Provincial Administration, the Skills Development Fund (SDF), organizations, associations, and other relevant stakeholders.
For Siem Reap Province, the Ministry of Tourism is organizing two training courses simultaneously on ASEAN-standard hotel services for national master trainers and national master assessors. The second course is being conducted from 17 to 23 August 2026, following the successful implementation of two training courses in Phnom Penh and one training course in Siem Reap in July 2026.
Representing the Siem Reap Provincial Administration, H.E. the Deputy Governor emphasized that, under the leadership of H.E. Prak Sophoan, Governor of the Board of Governors of Siem Reap Province, the provincial administration has been strengthening and expanding the quality and effectiveness of tourism services throughout the province. These efforts include the development of infrastructure such as roads and bridges, electricity supply, clean water systems, and public street lighting, as well as improvements to the overall urban landscape and public spaces. Particular attention has been given to roads, boulevards, and the Siem Reap River area, contributing to the province’s vision of becoming a destination characterized by “Clean City, Clean Resorts, Good Services and Good Hospitality.”
At the same time, strengthening the capacity and professional qualifications of tourism professionals in Siem Reap is regarded as a priority and a key factor in enhancing the quality of tourism and hospitality services, while further strengthening the province’s competitiveness in both domestic and international tourism markets.
Upon completion of the training, trainees are expected to acquire key knowledge and competencies, including:
1. Understanding the implementation of the ASEAN Mutual Recognition Arrangement on Tourism Professionals (ASEAN MRA-TP).
2. Developing knowledge and practical understanding of Competency-Based Training (CBT) and Competency-Based Assessment (CBA).
3. Using ASEAN-standard training resources and tools, including the ASEAN Toolboxes.
4. Understanding the ASEAN Qualifications Framework, competency clusters, and qualification packaging rules.
5. Applying procedures for instructional delivery, including the preparation of Training Plans, Session Plans, and effective training delivery.
6. Applying Training Needs Analysis (TNA) techniques.
7. Identifying and applying appropriate assessment methods and assessment tools.
8. Conducting practical teaching demonstrations and assessing actual training delivery through the use of the ASEAN Toolbox.
A total of 70 trainees are participating in the training courses, comprising 35 National Master Trainer trainees and 35 National Master Assessor trainees. All participants are currently working in the tourism sector and include trainers from organizations, associations, and tourism vocational training institutions. They possess several years of professional experience and demonstrate strong proficiency in English and computer applications.
The training courses are being conducted at two separate venues. The National Master Trainer course is being held at Pop-Up Cafe, while the National Master Assessor course is being conducted at SPOON Café Restaurant. The training is financially supported by the Skills Development Fund (SDF), allowing trainees to participate free of charge. Refreshments and lunch are also provided for trainers and trainees throughout the training.
It is worth noting that, since 2012, Cambodia has sent 30 technical officials and trainers from tourism vocational training institutions and the private sector to participate in ASEAN-level training programs. As a result, these ASEAN-level master trainers and assessors have subsequently contributed to the training of approximately 869 national master trainers and national master assessors, in accordance with ASEAN standards.
Through these continued capacity-building initiatives, the Ministry of Tourism is strengthening Cambodia’s tourism workforce and contributing to the harmonization of tourism professional competencies with ASEAN standards and the ASEAN Mutual Recognition Arrangement on Tourism Professionals (ASEAN MRA-TP).
