Ministry of Labour and Vocational Training Headquarters: From 3–4 August 2026, Mr. Puthra Sophoanra, Deputy Director of the Department of Tourism Vocational Training, representing Dr. Choub Ratana, Director of the Professional Training Department and Secretary-General of the HoKa Project Management Secretariat, together with two departmental officials, participated in a technical consultation with Ministry of Labour and Vocational Training. The meeting was facilitated by Swisscontact through its Skills Development Programme (SDP), with the participation of Mr. Khun Sarin, Hospitality Training Coordinator for Cambodia, Mr. Khly Oul, Senior Coordinator for Technical and Vocational Education and Training (TVET) Institution Development, representatives of ATP Consulting, and officials from the Department of Standards and Curriculum Development.
The consultation focused on the development of Tourism Vocational Training Standard Packages for Technical and Vocational Certificates Levels 1, 2, and 3, covering four priority occupational areas:
- Front Office Operations
- Food and Beverage Service
- Housekeeping Operations
- Food Production (Culinary Arts)
The primary objective of the meeting was to review and discuss the technical framework for these competency-based training standard packages to ensure full compliance with the existing legal and regulatory frameworks governing Cambodia’s Technical and Vocational Education and Training (TVET) system.
It is worth noting that the development of vocational training standard packages across all 12 qualification levels in alignment with the Cambodian Qualifications Framework (CQF) will make a significant contribution to strengthening the quality of human resources in Cambodia’s tourism sector. The framework provides transparent learning pathways and competency recognition mechanisms based on nationally recognized standards, enabling learners to continue their education or obtain formal recognition of workplace-acquired competencies through the Recognition of Prior Learning (RPL) system, ultimately leading to nationally recognized certificates and diplomas corresponding to their qualification levels.
Furthermore, the development of a competency-based training and assessment system aligned with national occupational standards will enhance the quality and competitiveness of Cambodia’s tourism workforce, better respond to the evolving needs of the private sector, strengthen Cambodia’s regional and international competitiveness, and support the Royal Government of Cambodia’s human capital development agenda under the Seventh Legislature of the National Assembly. In particular, it contributes to the implementation of the Government’s initiative to provide technical and vocational education and training opportunities to 1.5 million young people, with the aim of improving skills, employment opportunities, income generation, and promoting sustainable national economic development.
